The decision adds to the friction in clean energy trade between the world’s two largest economies.

The Commerce Department is already investigating charges that Chinese solar panel makers engage in unfair trade practices and will issue a preliminary decision on duties next month.

The Wind Tower Trade Coalition, a group of U.S. producers, had previously said it was asking for anti-dumping duties of 64 percent on imports from China and 59 percent from Vietnam . .

But in its announcement, the department said China was alleged to undercut U.S. windmill power tower prices by nearly 214 percent and Vietnam by 141 to 143 percent.

Some Chinese makers of wind towers said on Thursday they oppose the charge.

“We are talking to the China Commerce of Ministry about this,” said Wang Debao, a vice-director at Chengxi Shipyard Co, whose wind tower business made up nearly 10 percent of its annual revenue which exceeded $1 billion last year.

“We are hiring lawyers to challenge the allegations,” said Wang, whose company is a unit of China State Shipbuilding Corp.

Other Chinese wind turbine manufacturer makers Titan Wind Energy (Suzhou) Co and Shanghai Taisheng Wind Power Equipment also expressed concerns, saying any anti-dumping duties by the U.S. could hurt prospects in a growing market.

Xinau reveals that the NEB is considering establishing benchmark feed-in tariffs for wind power-generated electricity as the country pushes hard to ramp up its offshore sector.

This month it was also announced that China is to build a 300-MW wind farm in the Bohai Sea. The facility will be the country’s largest and is designed to serve as a demonstration project for 3MW small wind turbines.

Nonetheless, factors such as the English language and similar business cultures draw German energy companies more toward the United States, said Christine Wörlen, renewable energy policies expert at Berlin-based consultancy AREPO.

“The US is attractive because one has the feeling, as a German, that the entire country, the entire United States, is one single market,” she said.

Wörlen emphasized, however, that German energy leaders may view the US market size through rose-tinted glasses since large policy differences can exist state-to-state, especially in renewable energy.

“The tricky part in the US is that it’s separated into wind generator two pieces: the federal side and state side. On the state side, the goal is really to build up renewable energy, on the federal side, there’s not a lot the government can do. It’s very challenging to deal with these local interest groups and get a unified voice. In Germany there are a lot more unified national initiatives,” said Matthew Allen, consulting services manager at the German American Chamber of Commerce.

Renewable energy, bolstered by long term government support policies in many countries, has weathered tough economic times and volatile debt markets since the financial crisis first hit in 2008. Some renewables sectors appear poised for continued success, although a new bout of small wind turbines financial instability casts a pall over the industry. “Despite the current situation, the general sense is that renewables are still doing pretty well,” said IHS Senior Analyst Marianne Boust. “Projects are still getting built. But there are regional discrepancies.”

Some mature markets, like those in the EU, continue to grow, fueled by policies requiring EU member states to secure a set amount of their energy from renewable resources by 2020. The targets differ from country to country, but “the overall support is there,” Boust said. Even EU wind turbines manufacturer members with shaky economies like Greece, Ireland, Italy and Portugal will maintain their support for renewables, she said. Indeed, she added, Greek policy- makers view renewable energy as an important source of jobs and economic development amid a slumping economy.

Along with steady growth in European renewable strongholds like Germany, new markets are also opening up in east Europe and Central Asia. Wind power capacity could expand 400-600 MW annually in countries like Poland, Romania and Turkey, according to HIS analyst Marc Muhlenbach. Opel Solar Asia is a joint company of Opel Solar International’s unit Opel Solar Inc and Hong Kong-based Ecotech Environmental Technology Ltd. Its primary target is the Chinese market, seen by experts as the fastest-growing HCPV solar market in the world.
