			<content:encoded><![CDATA[<p>The first proposal to install a wind energy turbine on a residential property in Quincy is before the zoning board.</p>
<p>Sunwind LLC, a Brewster company, wants to install a 10-foot turbine on top of a waterfront home on Post Island Road in Houghs Neck. The turbine will not be affixed to a freestanding tower.</p>
<p>The board of zoning appeals has scheduled a Dec. 7 city hall hearing on the proposal, though the applicant has requested a postponement.</p>
<p>The turbine’s primary purpose would be to power the single family home at 68 Post Island Road, said Timothy Holmes, president of Sunwind. The <a href="http://www.allwindenergy.com">wind turbine </a>will be connected to the power grid so that any unused power it generated could be sold to the power company in the form of bill credits, Holmes said.</p>
<p>Jay Duca, Quincy’s director of inspectional services, said more discussion is needed about the proposal’s potential affects on neighbors, such as light flickering.</p>
<p>“As far as determining the effects and impacts it’s going to have on adjacent property owners, I don’t know,” Duca said. “It may be just fine, but they’ve not brought enough documents in to answer those questions.”</p>
<p>Duca said the residential<a href="http://www.allwindenergy.com/Small_Wind_Turbines.htm"> small wind  turbin</a>e proposal is the first of its type in Quincy. The city of Boston is working with Quincy to propose a municipal turbine on Moon Island, which is in Quincy limits but used by Boston for fire training and other purposes.</p>
<p>Holmes said the owner of the Post Island Road home, Charles Cote, wants the turbine to supplement a solar photovoltaic system he has already installed on his roof. Holmes said the solar power combined with wind power would make up about 75 percent of Cote’s annual power needs.</p>
<p>Cote has actually applied for permission to install two Swift-brand wind turbines on his home. The first would be located on the eastern side of his property, the second on the northern edge.</p>
<p>One would be installed shortly after city approval, the second within six months, according to a project outline filed with the city. Each 10-foot turbine would be mounted on the 39-foot-high home, putting the total height at 49 feet.</p>
<p>City regulations allow for wind facilities in residential zones, but require a turbine be set back 1.5 times its total height from the property line to guard against a <a href="http://www.allwindenergy.com/Wind_Turbine.htm">wind  turbine</a> falling over and landing on neighboring buildings.</p>
<p>Holmes is seeking a zoning board exemption from the requirement because the proposed turbine would be attached to a home.</p>
<p>“Our stance is it’s mounted to the building so it’s not going to fall over,” he said. “It’s not your typical mounted turbine that’s in a tower in the back yard.”</p>
<p>The diameter of the turbine blades is seven feet. The blades will be connected by an outer ring that eliminates sound typically emitted from a turbine, according to the project outline.</p>
<p>The outline states that two measurements of ambient sound at the site found that the turbine operating at all speeds is quieter than the surrounding ambient sound level and complies with state noise regulations.</p>
<p>Sunwind, which opened two years ago, has installed a similar residential <a href="http://www.allwindenergy.com/">wind generators</a> in Truro and has received permits to install two in Orleans, Holmes said.</p>

			<content:encoded><![CDATA[<p>Earlier this month, Village Administrator Robert Pauley announced Tim Rathbun, the CEO of SUREnergy, had withdrawn an application for zoning changes that would allow for a<a href="http://www.allwindenergy.com/"> wind turbine</a> to be constructed within the village limits.</p>
<p>Rathbun said state and federal governments award different types of grants, depending on whether the energy is provided by a commercial provider such as FirstEnergy or a municipal provider such as the Village of Oak Harbor.</p>
<p>According to Rathbun, in similar situations at Huron and Margaretta schools his company has been reimbursed about $380,000 for a $500,000 project, leaving the &#8220;gift portion&#8221; from his company costing about $120,000.</p>
<p>&#8220;In the case of Oak Harbor, they&#8217;re not eligible. That location is not eligible in the state program &#8230; $320,000 is the remaining balance and we couldn&#8217;t come up with enough gift money for it,&#8221; he said.</p>
<p>SUREnergy is left with two options &#8212; pursue the project in a location outside the village limits, or apply for another grant.</p>
<p>The USDA has a $125,000 grant available, Rathbun said. &#8220;It&#8217;s not a guaranteed grant. You have to apply for it, and early next year they make a determination.&#8221;</p>
<p>Zoning requirements are part of the application. The company asked Oak Harbor Village Council to waive the $1,250 in fees for the permit process during <a href="http://www.allwindenergy.com/Wind_Power_Turbine.htm">wind power turbines</a> the Oct. 18 meeting. Council refused, at least in part because much of the money goes to &#8220;hard costs&#8221; that the village would have to pay out-of-pocket.</p>
<p>&#8220;I didn&#8217;t want to spend the money on the permitting before I know whether the USDA grant is available. If it&#8217;s not, the project dies and we would try to do something at Graytown or Rocky Ridge or one of the other schools,&#8221; Rathbun said.</p>
<p>He plans to submit the application with an outline of how he plans to deal with the zoning issue.</p>
<p>&#8220;No one issue passes it or fails it. Having the permit in hand secures you five points,&#8221; he said. &#8220;If you can secure that five points in another way, then it doesn&#8217;t matter.&#8221;</p>
<p>Rathbun said Pauley had been helpful in describing how the process works so he can fill out the application.</p>
<p>Diane Kershaw, the superintendent of the Benton-Carroll-Salem schools, said she&#8217;s excited about the project.</p>
<p>&#8220;There are a lot of hoops to jump through, and we&#8217;re doing this one step at a time, and we very much would like this project to move forward, and we&#8217;re more than willing to do what we have to do,&#8221; she said.</p>
<p>She&#8217;s open to the idea of having a<a href="http://www.allwindenergy.com/"> wind generator</a> at one of the elementary schools. &#8220;As far as the district is concerned, any of those places would be fine,&#8221; she said.</p>
<p>If the turbine were at the high school, it could be used for science or agricultural education.</p>
<p>&#8220;It makes the most sense to be at the high school, but we certainly could make it work wherever it would go,&#8221; Kershaw said.</p>
